Jesse Michael Johnson, 28, had been previously cited for similar offenses eight years ago, according to\u00a0Law & Crime<\/strong>. As reported by Chicago Fox affiliate\u00a0WFLD<\/strong>\u00a0in June 2016, Johnson was cited for the fourth time that year for hiding under a woman’s car in Nebraska to touch her feet.<\/p><\/section><\/blockquote>
